AbstractTechnological developments in the current world experience many changes where all of them use computers at
work. No exception in determining the problem, in this day and age many in the world of work use artificial
intelligence to determine the problem. This study aims to develop an expert system that can be used to determine
residents, especially the Karanganyar kelurahan, who are entitled to receive assistance or subsidies from the
village government. This expert system was created because sometimes there are people who get the wrong
targeted assistance, so that subsidies from the government are not channeled effectively. This expert system for
determining citizen welfare problems was created by applying the backward chaining method and certainty factor.
The system gives results in the form of the possibility that the residents are in the group that needs help or not, in
this system, this is done by the user filling in the conclusions first and then looking for calculations by filling in
the existing criteria, it will produce a result.
